Both of Callaghan's powersets require a bit of elaboration; with Power Theft and Incitement on his ticket, these both necessitate a degree of OOC communication and opt-in.
POWER THEFT;
--Requires physical contact + intent for initial grab, and additional contact for return. There isn't necessarily a sensation/warning that he's doing/done so, unless the nature of the powers would emphasize their absence.
----EXCEPTION; Callaghan can only hold one person's power(set) at a time. If he takes another's, then the previous set will automatically return.
--Vague through-original-owners-eyes sense/memory/idea of how to use said powers upon theft
--No time limit on duration [short of OOC discussion]
Therefore-
CAN CALLAGHAN NAB YOUR CHARACTER'S POWERS? If no, then you can go ahead and ignore the rest of this. I'll always touch base beforehand, though, if this is going to be a long-term thing.
IF SO, WHAT ARE THEY? Generally it's a pretty good mirror of the original wielder's, though there may be a few skews regarding appearance- I can figure that part out, though. Unless you can think of any fun nuances.
HOW LONG WOULD YOU OOCLY WANT THIS TO LAST? Unless it's an outright theft, Cal will probably only 'borrow' with the intent of returning when he's done with something, but I figure this is a good note anyway.

INCITEMENT;
--Instinctive knowledge of a character's 'berserk button'; conversational. Essentially, after a minute or so of conversation, Callaghan may find himself automatically homing in on something he doesn't actually know anything about, addressing an issue in the worst way possible. He has no idea of context, and he has no idea of the details behind it all, short of continuing to talk.
--This is the sort of power that will probably make people want to punch him in the face and I am granting advance OOC permission for anyone to do so based upon this. He'll probably start dodging after the first few times and if you've got super-strength we should probably talk a bit more, but seriously.
--No seriously 9/10 he's probably going to be angry/frustrated when this power comes in to play and therefore it will echo in the way it manifests, insomuch him addressing whatever Thing it is in a manner that will get the other angry/frustrated. Sometimes he can use it for good, though. Sometimes.
--THIS IS NOT A MIND-AFFECTING POWER. Your character is 100% free to respond however they normally will; however, Callaghan can be a tad vitriolic. If your character is super chill and would only snark back then by all means, but it's basically meant to get the strongest response possible.
----It's not really mind-reading, either; for the purposes of characters who have psychic powers and/or reason to defend themselves against such things, you can pull that in to play as a 'defense'; however, if you want, we can also bypass the defenses and go straight for the provocation. 8)

Electrokinesis - electricity from his hands, draining electricity from other sources and storing it inside himself. He has been able to short out the robots in his Dome long enough to steal food.. He can generate electricity and cover his limbs with it to deliver an electrified punch. Glitch can also fire electricity out from his hands and blast others with it.
Glitch has managed to refine his ability of control over how much power he outputs as well. Exhibited with the robots, Glitch only ever held back enough to temporarily make the robots malfunction. He can make an electrical blast as weak or as powerful as he wants, deciding if he’d rather stun someone (like at the fight clubs) or using a more lethal blast.
He is completely immune to anything remotely electricity based. He can’t be electrocuted and killed with electricity for he can redirect or absorb the energy. However, he is vulnerable to water. Large amounts of it can completely short him out and drain him of his electrical abilities for a short time. If he is completely submerged in water he could potentially die.
While he’s only used his electrokinesis for certain things in the Dome and to very small degrees he does have the potential to allow this ability to grow more powerful if he practiced and used it more in a more open setting.
Magnetism - To a degree, Glitch can use his electrical powers to lift, throw, and move metallic objects. With more practice it has the ability to get stronger to the point of being able to rip metal apart.
Supercharged
This ability turns Glitch into a living lightning bolt. Glitch will be made up of energy for the time he uses it. He will be immune to physical harm or what would affect the physical body. As a mass of energy, Glitch can travel through circuits and exit out through any object that ends the circuit. His electrical powers are given a boost, his electrical bolts being able to burn through solid objects. Glitch can move out in the open as fast as electricity, being able to hop about as a bolt of lightning and reforming himself. Since he’s pure electricity he basically can’t be touched unless people are willing to get themselves electrocuted in the process. He admits electricity to send all electronics surrounding him influx and causes them to burn out o shut down all together. Hitting him with electricity only furthers the strength he’ll already have. Essentially, this acts as one big giant upper to his powers.
HOWEVER, there are downsides. Becoming supercharged lasts about fifteen minutes and when it’s used up he returns back to normal. His powers are essentially turned off for twenty four hours until he can rebuild the electricity in his system. Secondly is he has to build up control for it because for the first little while when he starts using it he becomes utterly nuts. All mental facilities are in an upheaval having suddenly switched from a solid state of being to suddenly pure energy. Submerging him or dousing him in water will burn out this power faster and make him rapidly return to normal, he won’t die via this process like he would if he were normally using his powers. Fatigued will also be a thing after the powers turn off as he won’t even able to stand up straight and completely exhausted.
